- Jonathan Horn is a nationally respected 340B strategist and compliance architect with over 15 years of experience leading pharmacy savings and compliance initiatives across some of the nation’s largest safety-net health systems.
- He was first introduced to the 340B program at Northside Hospital, but it was at Wellstar Health System where he began diving deep — identifying missed savings, refining audit workflows, and building a foundational playbook for program success. He went on to support Mendocino Coast District Hospital, helping the organization strengthen its 340B operations before stepping into a full-time role as a 340B Analyst at Stanford Health Care. There, he focused on split-billing strategy, inventory oversight, and system integration within one of the most complex delivery networks in the country.
- Jonathan later joined Jackson Health System, where he further advanced program governance, audit prep, and vendor oversight. He then served as Director of 340B Services at Temple University Health System, where he led carved-in policy reform, implemented enterprise-wide governance, and reduced reliance on external consultants by embedding smarter, internal workflows.
- In parallel, Jonathan has led numerous independent consulting projects, helping hospitals across the country uncover savings, correct compliance gaps, and modernize their 340B approach — with a focus on control, not vendor dependency.
- Earlier in his career, he held roles in pharmacy purchasing, automation analytics, EMR training, and medical billing — giving him a unique, cross-functional view of how data, inventory, and documentation intersect in 340B execution.
- Jonathan earned his 340B ACE certification in 2017 and has worked hands-on with every major EMR and 340B platform. He’s not only implemented the industry’s top systems — he’s restructured their workflows to close compliance gaps and deliver lasting results.
